The Quandary With Parents Who Abduct Their Children.
& the Global Reflection of This Issue
Parental kidnapping or parental abduction is defined as “the concealment, taking, or retention of a child by their parent in violation of the rights of the child’s other parent or another family member.” The rights that tend to be violated include custody and visitation rights for adults.
Unfortunately, thousands of children are abducted by a parent and removed from the United States annually, where this not only being a problem here in the states but all over the world. Some are taken out of the country, and others within the U.S. borders for example. To clarify, even if the parent is not biologically theirs, it is still considered illegal towards the taking and transporting a child by a non-custodial parent.

Almost half of child abductions are kidnappings by a real parent or another family member. Where family abduction is the most common form of abduction in the United States.
This project abled me to speak from personal experience, aquiring empathy in the issue, where I am extremely concerned about this problem in the world.
This is of global significance because governments around the world do not regulate these type of problems in a justifiable way. It is now 2019, and times have changed, in my case, the Japanese government has forceful beliefs towards foreigners, something that needs change with, along with many other governments in the world.
Research
Info on this dilemma around the world.
In the United States
International parental child abduction is the removal or retention of a child outside their country of habitual residence in breach of another parent or guardian’s custody rights. The Office of Children’s Issues within the U.S. Department of State is a leader in U.S. government efforts to prevent international parental child abduction (both from the United States and to the United States), help children and families involved in abduction cases, and promote the objectives of the Hague Abduction Convention.

In Latin America
Classic kidnappings are elaborately planned, with rich victims and prolonged negotiations. If all goes well for the miscreants, large ransoms are paid at the end. In Latin America such set-piece kidnappings are increasingly outnumbered by swifter abductions with lower pay-offs. In Venezuela, where the number of abductions is rising, “express kidnappings” are the most common sort, according to the Venezuelan Violence Observatory (OVV), a think-tank based in Caracas.

In Asia
Is Japan a haven for parents who kidnap their own children? Foreign parents who had children stolen by a spouse say nothing has changed because court orders to reunite families are not enforced.

"The abduction of a child is a tragedy. No one can fully understand or appreciate what a parent goes through at such a time, unless they have faced a similar tragedy. Every parent responds differently. Each parent copes with this nightmare in the best way he or she knows how."
